I agree. But different crimes need different thresholds to enforce a 1 to 100 ratio. Some crimes leave behind less evidence than others making it easier to fall within reasonable doubt. Murder at the very least has a dead body and murder weapon, but rape and abuse can leave behind no evidence. If the same standard of evidence was placed on each of these then they wouldn't have the same 1 to 100 ratio.
