People should love and respect themselves. It can be hard when you're influenced by your environment. That being said, some people are unable to do so. If someone is a rapist, child molester or murderer than hopefully they realize they are terrible and hate themselves. They don't deserve to be happy with the terror that they inflict on others.
I generally agree in spirit, but I think statements like these discourage people from self-improvement. If everyone just thought to themselves: "Hey, I'm fine just the way I am." No one would have the drive to get better.
