I agree with this statement. Dogs can be trained to do exactly what you say but anything can distract them and put them in danger.
As an owner you should always have control over your dog so having your dog on a lead is the best way to always keep control.
I mean like In towns and streets and stuff where they could run across roads and causes accidents
not necessarilly, however, i see your concern. certain dogs more prone to any kind of danger or abusive physcial actiom should definetly be. but dogs hate to be tied up all the time. going out for walks in the parks are a joyous time for them, the highlight of thier day, being cooped up on a leash diminishes that freedom immensely.
