There is a difference between punishment and revenge. The problem is that revenge creates a never ending cycle. By that logic, if you kill someone I love I would be justified killing you. Someone who loves you would then be justified killing me, and so the cycle continues. It isn't saying people shouldn't be punished for their actions, but that you shouldn't sink to their level.
If one pokes your eye and you do nothing then they will do it again. Sometimes you have to be animal to teach an animal.
