Animals definitely deserve to be protected from cruelty, and by law they are. To grant them legal personage would mean legally declaring them persons, which means the have the right to vote, representation, freedom of movement and everything else that people are entitled to. It would also make killing animals for meat illegal, since then it really would be murder.
