The situation of imprisoning and punishing a slave or enemy for many years should not be resolved by releasing one and declaring them still an enemy not to be trusted.
What happens is, they make friends with those who say its the captors who are not to be trusted.
Your own prisoners are not given the chance to survive like those who are imprisoning others, even after you educate them for years.
Maybe some of the newly released prisoners don't want to dedicate the rest of their lives to figuring out how to imprison others, yet they aren't paid nearly as much as those who do.
