Ill put it this way. If you can sufficiently convince me that halloween is a holiday of disdain, I will agree. But you must prove that people dress up as doctors, soldiers, cowboys, indians, knights, etc only to ridicule and oppress them.

if someone wants to dress up as a generic black person, or especially the classic coon, yes, very racist.

if someone wants to dress up as MLK or their favorite black character from a TV show, a white face would kill that costume and using black face would not be insulting (assuming a respectable character like nick fury)
