Talking about bureaucracy, it should make the process simpler not more complicated. In fact, it doesn't provide such a simple way to do something in state-owned companies. The process is too strict and long. On the other hand, if you want the fastest process to be handled, you must pay more. I even don't know what's wrong with bureaucracy. Is it the employees or the regulations themselves? In conclusion, government should provide easier way of handling something in state-owned companies.
