There is no responsible use of hard drugs. In fact, some people die on their first us of cocaine.
The only way I can see it ever being safe for the rest of the population is if there were clinics set up that you checked into to take the drugs and you couldn't leave until you were no longer under the influence. They would have to have methods of combating addiction, and doctors on site, as well as careful quality control of the drugs to make sure everyone was as safe as possible.
