Any person who is dehydrated will have chapped lips. I would expect to see a larger part of the population suffering from chapped lips in under-developed countries as a result of unclean water and not enough food/drink. The discussion does not match your statement whatsoever - there is no cohesion between the two and it just doesn't make sense.
Ah, yes. Because obviously 'under-developed' worlds - I assume you mean countries - never have chapped lips ever, somehow! Just because some people have larger, more dire or looming problems than simple chapped lips doesn't mean having chapped lips is not a problem. A much milder one, to be sure, but suffering isn't a competition!
