My statement is excluding those under the age 25 out plying the crafts of banditry and robbery, or other mayhem activities.
Those won't actually obey anyone's curfew.

It's the most unofficial curfew in history, because casinos, bars, and other places where lots of money is circulated have exemption. It's amazing to see a couple of 21-year-old cops get off duty after midnight in Chicago because they are only allowed to go places where it costs a lot as well.
