Hard to say either way. Quantum effects have made a mess of our understanding of time. Furthermore, it's hard to tell a universe of random effects from a universe of deterministic effects that one just doesn't understand.
You could determine if the universe functioned on a specific model of determinism, so long as you could test that specific thesis. You could, thus, determine that SPECIFIC model was wrong if, again, you had the right test.
BUT you cannot possibly test that the universe is NOT deterministic in any possible sense.
This is essential what Falsifiability is all about as a scientific standard.
I see. This would be very hard to argue, as there is no evidence but strong beliefs or faith.... :(
Yes, it means that you think you have free will but you don't everything you do and choose was chosen for you at birth.
