This question is very bland. Is this referring to shelter/water, or physical rights such as freedom of speech? To answer the question concisely, sort of and yes. People should have every right to obtain shelter, water, and food. However, I think they should work to further better society to obtain water, food, and shelter. Why should they benefit from society if they do not attempt to improve it or contribute to it? However, if people are physically unable to work they should have water, food, and shelter.
If the only benefit from being in the society is being protected from that societies enemies and within the borders of the country the social landscape is based around exploitation and deception that essentially amounts to a more civilized version of natural selection. Then I say that Society is a relic of the past if it cannot provide its citizens basic services such as health care ,education social safety nets on top of all the other freeloading services that it provides: then that is a country not worth living in from the proletariat point of view

I think everyone does excluding the ones who have lost that right. i.e murders.
it depends what you say "basic human rights" are. free stuff, being able to freeload aren't rights. some people thing they are.
