Absolutely. Even if it never becomes a habitable world in the long run, the tech, and knowledge we'd acquire in such an undertaking would be more than worth it.... Think moon landing
in a worst case scenario where the earth is about to be destroyed then moving to another planet where we could survive for a bit and assess the situation is a good idea otherwise moving to a highly dangerous waterless planet with virtually no atmosphere is a bad idea
