I agree because dogs need physical activity for their physical and mental health. Dogs who stay cooped up all the time become anxious which leads to aggression sometimes.
They need a yard, they need space. Apartments are too cramped and small.
Once, I have a friend from Singapore that stayed for a half year in Indonesia. I took her to the nearest apartment from my local area. In most of the apartments nearby, she said that it’s prohibited to bring the dog in. I personally disagree with the statement above and the regulation in those apartments because it’s one of the acts of discrimination. As long as the dog is kept in the room, it doesn’t matter since it won’t harm anyone nearby. I have to complain, since my friend from Singapore can’t live alone. She used to be with her dog in her apartment. I think it will be better for the apartment’s management to come up with a flexibility for a special case like this.
