film studios are civilians and they use them without risk of "attack". Surveyors are civilians and use them without risk of attack; cartographers are civilians use them without risk of attack; firefighter are civilians and use them in wild land fires without risk of attack; all kinds of researchers are civilians and use them to study everything from habitat loss, migration patterns, vegetation etc... without risk of attacks; Search and Rescue are civilians that use them without risk of attack; do I need to go on?
Drones have too many commercial applications to be limited to military services alone. Also; what "attacks" are you talking about?
