Read Accelerando by Charles Stross. In my opinion this is the best depiction of what alien intelligence must look like, and it'll change your whole perspective on races, what they'll look like, how we'll regard them and how they'll regard us.
I say neither. Obviously we are a species that hasn't even made it past our own moon, so by no stretch of the imagination do we "rule the universe." However, and I think Ray Kurzweil makes a really compelling argument for this, there is a good chance there are no spacefaring intelligent species out there (unless it just happens to be a few) because they probably would have made themselves known by now.
The universe is a big place.
