Kirito, helping animals and helping people are not mutually exclusive. Often all the government has to do to help animals I'd prevent development on lands, outlaw hunting of the animal, or just tell people about the animal. None of these options cost taxpayers much.
To the other persons point, people are animals. I am unsure. I think they should be aided if they are endangered due to human factors. otherwise it is evolution that they die out. maybe a few specimen should be kept in national parks and such, but otherwise...
Are you kidding!! The government can't even aid people. And you want them to aid endangered species?!?!
