Most questions having to do with a purpose do not have an answer.

Why is the orbit of the planets the way it is? Is an unanswerable question.

How is the orbit of the planets like it is?
Is an answerable question.

One implies purpose (why), the other (how) asks about a process, a set of variables, rules and laws which determine the orbit.
