The problem is deciding who the enemy is. If we can find a terrorist encampment, we should kill or capture them. If we find a terrorist cell domestically, the same. If we start treating everyone in the Middle East as an enemy combatant and punishing them accordingly, we will be creating new enemies with every reprisal.
We should fight terrorists wherever and whenever possible, but not in reprisal for their actions. We should do it to protect our civilians and the peace of our nations.
