ex law enforcement and military without a history of trouble have already passed the mark. civilians will need training, but lite class teaching basic safety and functionality. for carry permits you would have to take a class that includes tactics and coordinating with other armed people on the fly in order to prevent accidental collateral damage amidst the chaos of numerous armed and confused "good guys".

ive always said a good guy with a gun is great, many uncoordinated good guys with guns is chaos.

ownership without carry would have fewer restrictions, and yes, no semi/full auto, no explosives or grenade launchers. we arent single handedly fighting off whole gangs...

guns should not be banned, but they should also not be a right available to every idiot and psycho by default. it should be a privilege one earns after proving oneself capable of posessing such a weapon.
