There should be harsher penalties for offenders. It's too easy to get back out on the streets and start dealing all over again.
Right now, the DEA is in charge of all drugs which I think is silly.
We should create several new Agencies and each one of them is only going to fight a type of drug.
CEA is going to fight Cocaine
HEA is going to fight Heroine
MEA is going to fight Crystal Meth
If the same criminal group is selling several kinds of drugs like the Sinaloa Cartel or the Yakuza then you kick that case back to the DEA which will only fight the big guys.
A small gang from New Mexico selling exclusively crytal meth is a case for the MEA.
The DEA has a $3 billion budget which is not enough to fight large criminal enterprises as large as some Forbes 2000 corporations.
I say we start with these three agencies with a cool billion budget for each one of them.
The initial budget will be a loan and they will use sell all the confiscated merchandise to pay back that loan to Uncle Sam and keep going just like a real business.
Each year, the budget will get smaller and smaller for at least 5 years until the budget is $0.00 just like the Postal Office.
In total the new baby agencies will get five loans. One each year if they deliver results.
They won't arrest anybody ever.
We will use a catch and release strategy and you will pay a fine of a few millions or just a few thousands of dollars if you are a very small fish and you get back to work.
The main goal of the agencies won't be filling the jails with a lot of criminals but collecting a lot of fines. Enough to pay the initial billion dollar loan which of course is going to take a few years.
After the agencies can employ thousands of people by themselves without taking any money from the government they can start arresting people and fill the jails.
