The prevailing theory ice heard is that he claimed Obama tapped his phones. When the American intelligence agencies denied it, he claimed Obama had used the GCHQ to work around the American agencies. Now the British have denied this and taken offense at the accusation, and the Trump administration has been forced to apologize.
