leaflets were dropped over the cities. Not just small one or two sentence leaflets either, they were essentially a page and a half of warnings that said multiple times to evacuate the cities. If I my country were in the middle of a war then I'd evacuate immediately after reading one of those.

That's true but, they did not believe the United States had such a weapon. You have to think if you were in a war and the other side said "Hey we have a super bomb that can level a whole city; surrender at once." You would be stupid to just cave in.
