I think so.
japan should use nuclear plant to supply sufficient electricity with Japanese people as a whole.
Some people say that electricity is sufficient without nuclear plant.
however,without nuclear plant, japan would have to depend on petroleum or LNG.
It is very risky.
In order to stabilize the supplement of electricity, various sources are must.

I don't know. With all the earthquakes and volcanos they've got brewing over there, I think they have good reason to be suspicious, especially with what happened (and is happening) with Fukishima.

Japan currently generates 30% of all electricity with nuclear plants.
The Kashiwazaki-Kariwa Nuclear Power Plant was shut down for 21 months in 2007 after an earthquake.
