probably not. the Wehrmacht was good, but only when they has shock and surprise on their side were they better than most other armies. every time they got drawn into a drawn out fight they did about the same as any other army. Germany wasn't big enough to take and hold the whole world.
and additionally, attacking Russia was a critical part of Hitler's plan. attaining his Lebensraum was a core part of his long term strategy.
the USSR would also have come after them eventually even if they hadn't attacked first. and as u said they only did really well when they attacked with surprise. they had to attack before Russia was ready.
