I guess it depends on how you define threat.
it can definitely do damage, but I don't think it poses an existential threat to any serious nation.

Well, North Korea is a huge threat to countries like Japan and South Korea. And to some extent China. The fact that North Korea's military is weaker and outdated in compared to US or NATO, doesnt make it 'non-dangerous' country. North Korea has nukes. And it would use them if necessary. They are ruled by dictator Kim Jong Un. He's like a little mad boy with a little bucket filled with nukes, submarines and ICBM's, he's senseless and can use those arsenal of weapons against any of the above mentioned countries. Most of the missiles DPRK possess, according to kim, can target the western US coast.
By the way, I'm geographybuff. i am new here.
