Panasonic has a lot of obsolete TV factories in Japan and they cannot make any money selling them anymore because South Korea is now a very powerful country in the manufacturing department with companies like LG and Samsung.
I think the governments of the United States of America, China, Japan, Germany, France, United Kingdom, Brazil, Russia, Italy,India, Canada, Spain, Mexico and South Korea should invest a few millions to buy these obsolete factories from Panasonic and move them to a country with cheaper salaries and high unemployment.
These TVs would be sold only outside these markets to protect other brands of TVs like Sony, Sharp, Samsung and LG.
The TVs would be sold below cost to poor families in rural areas to increase education for everybody. They are not going to receive ESPN or Cartoon Network. Just a few channels that could be useful like the Food Channel or CNN.
