because people don't learn from others mistakes. take the Vietnam war. we learned that trying to occupy a country where you aren't wanted against an armed insurgency is going to end badly. what did America do? invaded and occupied Iraq and Afghanistan where they weren't wanted against an insurgency. they walked into the exact same mistake they made a few decades earlier.
