Why not? People who are patriotic are always taking pride in the historical accomplishments of their nation as though it was they who achieved it themselves so then in that case they should also take shame in the historical attrocities committed by their nation too. If you dont want to be ashamed of historical attrocities committed by your nation, dont take pride in the good things either. The only things you can take pride in are your OWN accomplishments.
I agree Blame should not be placed, but do you believe wrongs should be amended to some degree?
