There are two ways to think of liberty. "Positive liberty" refers to evening the playing field by providing to the people so that the disadvantaged can stock up their arsenal of talents, skills, or abilities. "Negative Liberty" refers to the removal of obstacles that make inequality exist, allowing the people to arm themselves by whatever means are available to anyone else.
