I'd say that's more akin to an escort service with your "office," so to say, on a street. Where, actual street prostitution is incredibly dangerous with no form of ledger or any records.
I'd even say street prostitution can be legal. In Germany they have a sort of "drive through" system. It's a designated area where girls pay a fee at a pay station that checks their licence, because prostitutes need tax licenses and work licenses in order to work legally at those locations. Cops patrol the area, check stubs, and ensure the safety of the girls; customers drive up, pick up a girl, drive to a booth at the end of street do their thing, and then leave.
This kind of system allows girls to work with very little overhead (no paying for rooms in brothels), no need to advertise on seedy online websites and meet in strange hotel rooms, no "pimps", a safe environments, a way to collect tax revenue, a way to ensure the girls are clean (prostitution licenses require STD testing at certain intervals), the location is removed from the general public, etc... I think with creative ideas all "forms" of prostitution can and should be legal.
Street prostitution, yes that is illegal and it will be illegal, but why not open brothels where man can come and get a fun if he want that, everything is clear, girls are clear, clear and legal job.
