If something is legal, it is alot easier to regulate it to make is safer. Centuries of history have proven you cannot stop prostitution from happening. So banning it altogether only serves to drive it underground and make it more dangerous.
If it is legal you can make sure that it is done in a safe environment, that safety standards for workers are enforced, that workers get regular checkups. It makes it safer and cleaner for everyone.
Additionally, if it is legal, then the government can actually tax and track the revenue. Thus taking the money out of the hands of criminals while also increasing government revenue.
I would also agree that it is prudent to keep it off of the streets and inside a residence or a private establishment. That way you can ensure that only people who are supposed to be able to access it are able to do so.
