We also have people abusing welfare and are less likely going to enter back into the work force because we are giving so much welfare out.
I would say the root cause of unemployment is the changing workplace. There used to be many factory jobs that were high paying. Not machines can do the jobs better and more quickly, so those jobs do not exist. Similarly online shopping has resulted in layoffs to retail employees, and big box stores who employ proportionally fewer staff per customer lead to smaller businesses closing.
