There aren't any empty houses in San Francisco! And there's nowhere else to build. The city is on the end of a peninsula that has less than 50 sq miles of space. That city is jammed, which is also the reason rents are so high. Extremely high demand and basically no supply. Same concept for Manhattan.

If enough people move there then all the empty houses that are currently empty would be filled and that would force builders to build more houses which of course requires more construction workers that need to live somewhere and the cycle begins again.
