Teachers don't care if you learn the material or just becoming a better learner, all they care about is passing the national exams, so they can get paid.
The No Child Left Behind Act has been detrimental to education. Passing should be solely based on knowledge of the course material. There are some who simply cannot learn, that is why we have tutoring and special education resources. The majority simply do not care or are lazy and don't give maximum effort.
