Some scientists would do well running the country, others have trouble running their own lives. Scientists are like any other group of people. There are good and bad, virtuous and corrupt, moral and amoral scientists.
I think a better way would be to divide the responsibility between professionals that know each field. Doctors/nurses make decisions about health care, lawers/judges make decisions about laws, teachers make decisions about education, and so forth. There should still be elections, but to have a cabinet position (not sure what equivalent position is in other countries but basically the person overseeing policy in an area like education, defense, etc) you should have to meet required minimum years in a related profession so that you don't end up with someone who knows nothing about a subject making policy.
