This is a three step process.
1) Extremely attractive females should use anti-rape underwear on a risky day and hour. When I say extremely attractive female I don't mean from a traditioanl beauty point of view but from a criminally insane point of view. If there is a very specific type of female a criminal is targeting then we should focus only on tht type of female. This step is not easy to acomplish because it requires a national database of all females based on several attributes like the color of the skin, weight or the color of the eyes to name a few. This national database also requires a cellular phone or if the female does not have a cellular phone, a work phone or a home phone. If there is a crazy person on the streets killing redheads, they need to know and we need to create an automated warning system for that.
Most crazy persons are creatures of patterns and they only go out to hunt on certain days, this could be because they have a regular.I am running out of space.
