Yes, but it depends.
It depends on how much the parent is personally paying the instructor. If it's a situation where the children are forced to attend a government school paid by forced taxation while the parent has no option to choose the instructor or what's taught to the child, the answer is certainly no. Begging for education and then complaining about what's given for free is somewhat ungrateful.
