So, what is your reason for waiting until 25 as you stated previously? Especially when that is the latest that people finish and it's actually about 22-25

If the body never develops the way it should develop, then they wont have the body of an adult but if they're mentally developed then they will not have an adult physically but mentally they will.

I disagree.
it was certainly the primary factor in nearly every primitive culture, it is the least important factor today, if it even matters at all.

puberty begins at approximately 12/13, with variation. no modern society considers 13 year olds as adults. if someone is born with a hypothetical condition where puberty doesnt happen, or is incomplete, does that mean they will never qualify as an adult?

no, consummation does not define adulthood but being mentally ready and physically ready for sexual intercourse is a big step into adulthood but it's not the only factor.

is consummation the only factor to be considered when judging adulthood? if someone is physically able to conceive, but is immature in every mental and social sense, are they qualified to be an adult?

as was mentioned earlier, puberty is the start of the maturing process, not the end of it. it's when their bodies START to change.

also, arent you judging based on arbitrary features? menstruating or ejaculating says nothing about a persons emotional and mental maturity.

When would you say that it? Puberty, as of late, can start as early as nine for some and legally the age of consent is as young as 16 in some states

well I've never heard that before but when people enter puberty and are ready for sexual intercourse that's when I would identify them as adult.

Biologically people finish maturing between the ages of 22-25. Most of the later development is the frontal lobe of the brain

well biologically there is no age where you reach adulthood because it's different for everyone and it varies, but legally I have nothing against 18.

The age of majority is when one legally becomes an adult. Most countries have this age at 18 years old; I think this is a good age to do so.
