As human being it's normal to have a problem. Don't make other problems if you want to solve your problem. Problem becomes bigger and bigger unless you handle it right away to find the best solution. Problem is sometimes related to the government, for example the higher price of gasoline to the minority people, it becomes a problem and they blame it on the government. As far as I know, the government isn't going to fix the minority people’s problem since the thing that shouldn't be a problem suddenly becomes one. I think that they must to fix their problem by themselves. Don't forget to ask to God because praying is the best option if they are already stuck.
