The question and answer could be clarified a bit. The speed of light does not change as a DIRECT result of it's altitude from the Earth's surface, but as a side effect of the thinning atmosphere.
The speed of light depends on the medium not the altitude. And as the speed has the same value in air and vacuum(almost). It can be safely assumed that the speed of light does not change with altitude
