yes. they could cooperate to destroy ISIS faster. but Russia is trying to support Assad, who is one of the main causes for the creation of ISIS. Russia wants to maintain their ally in power no matter what he does or how much his people hate him. we can't cooperate with them on that because they are pursuing their interests at the expense of global security and the welfare of the Syrian people.
In certain aspects I would agree. Even Kennedy spoke with Russia about cooperation on going to the moon. After his assassination, Khrushchev didn't trust Johnson. Khrushchev actually pondered on the thought frequently about a US and Russian cooperation. What could of been is all a question now though. There are other cases in which the US and Russia won't agree such as Syria. Russia supports the government and the US supports the rebels. If they both support just the rebels or just the government then ISIS would likely be defeated quicker.

why? they are an expansionist, imperial power. legitimizing them isn't going to get them to stop.
