The UN is a great big joke. Basically the UN says that all countries are equal and should be treated equally. So Switzerland with years of peace and democracy is equal to Somalia with piracy and terrorism. So the UN doesn't do anything because like a short sighted teacher it is incapable of seeing when any of it's pupils are misbehaving.
