It's a person's own responsibility to make their moral code. Each person has to look at the world around them, learn what can be taught, and decide for themselves. It would be easier is there was one basic moral code that can be universally taught, but things are rarely that simple.
Every culture basically teaches the same stuff: honesty, integrity, hard work, courtesy, justice, love, etc.
