the question was about choice, and I did offer a solution. provide reasonable access to people who are not capable.

It happens now. You should not say only "it's social problem" without thinking of solves of this problem.

dementia is a very dangerous disease. depending on the stage the person may forget how to walk, forget about drive. however if your choices are endangering others or dying yourself, you are well within your rights to fight to survive. if you have no reasonable access, that is a societal failure.
