What terrorism? Terrorism is for many different reasons.
pirates, in the middle of nothing, isolated, no civilians, no complications, no problem. take em out, there won't even be witnesses or survivors, so if someone is radicalized they'll have no idea who to be radicalized against.
so unless your planning on comitting genocide on the entire region, the same approach will not work.
