I haven't been able to find any comment on this other than Republican pundits. by the sounds of it so far it looks like they were making a specific reference to the time trump had a taco bowl on Cinco de Mayo. hence taco bowl engagement.

Some DNC emails were leaked and one of the people said we need to engage in more taco bowl engagement. They were referring to getting mexicans on board.
