I'd say that the one thing I would change would be campaign finance reform and the lobbying laws. I'd eliminate super pacs, dark money, etc... limit campaign contributions to the old limit of $2500 for individuals and no campaign contributions by corporations. I'd also make it illegal for representatives to meet with lobbyists without the meetings being recorded and available to the public. Furthermore, I'd limit the amount of money politicians can make outside of their government salary while in office to 50k/year (no more paid speaking engagements at Goldman/Sachs while in office). I'd also bar politicians from becoming lobbyists for a period of time based on the type of office they held; federal legislators would be banned for something like 2 terms of whatever office they held (so 4 years for representatives, 12 for senators) while state legislators would be banned for 1 term.
publically paid for education depending on high school performance. top performers can have a publically paid doctorate, while bottom performers can have publically paid for trade school. (plenty of chances for reevaluation of you show new aptitude, and a contract to work in country after graduation for x years or you get a bill)
also fix early education so that public schools arent reliant on unequal local property taxes and everyone gets a good early education.
once we have the most educated population we can stop fighting with the 3rd world for manufacturing jobs and start stealing all the top paying executive and research jobs from other countries solidifying ourselves as the economic, financial, and innovative superpower for the next century kicking off a race to the top instead of a race to the bottom.
