There's no regulation that stops people from updating status on twitter. If there is any, it means the government of the country isn't welcome the technology. Nowadays, people have unlimited freedom to state comments in their Facebook or Twitter, but they should still be in the context of norms. Updating status doesn't mean wasting time and wasting in timeline but it's more to give joy and relaxation to the writer in expressing things that can't be spoken or can be a media of reporting news to the followers.
Nobody is reading what you write and even if somebody is reading what you write you are just wasting their valuable time. They should be working.
